Minutes
Council Member J. Kukowski made a motion to approve the September 8th meeting minutes. Council Member J. Klicker seconded the motion, with it passing unanimously.
New Business
The Council entertained an application for appointment to the empty council seat. After some discussion, Council Member L. Huerd made a motion to appoint Alice Bastyr to the empty council seat. The motion was seconded by Council Member J. Klicker, with it passing unanimously. Resolution 397-25 Appointing Council Member to Fill Vacancy was adopted. New Council Member A. Bastyr was sworn in and took her seat.
Council Member J. Klicker informed the Council that it was time to draw names of the Most Beautiful Yard and the Most Improved Yard. Two drawings were held. Of the Most Beautiful Yard monthly winners, Cristal Cole was drawn. From the Most Improved Yard monthly winners, Pat Lane was drawn. Both winners will receive prizes that have been donated by businesses in the city.
City Administrator L. Nicholson spoke with the Council regarding the Library. A voluntary termination was accepted due to lack of attendance for scheduled work. No further action was taken.
Clerk Nicholson informed the Council that the keys have not yet been returned from the recent library vacancy. The Clerk was directed to have the doors re-keyed.
Clerk Nicholson informed the Council of a request to use the library for private meetings. After some discussion it was decided that the library should only be open when the Clerk or a librarian is present. The private meeting would need to be held in the main Community Center area.
City Works Supervisor T. Brouse brought up the failing lights at the Arena. After some discussion, Council Member J. Klicker made a motion to install new lights. The motion was seconded by Council Member J. Kukowski, with it passing unanimously.
Clerk Nicholson informed the Council that it was time to renew the liquor license for the Wilderness Bar and Grill. After some discussion, Council Member A. Bastyr made a motion to approve the renewal of the Wilderness Bar and Grill liquor license. The motion was seconded by Council Member L. Huerd, with it passed unanimously.
Clerk Nicholson informed the Council that the State of Minnesota has changed the law requiring annual audits and given small cities the option to have an Agreed Upon Procedures review every 5 years instead of an audit. After much discussion Council Member J. Klicker made a motion to continue to have annual audits. The motion was seconded by Council Member J. Kukowski, with it passed unanimously.
Clerk Nicholson informed the Council that the State of Minnesota has passed a Paid Leave Law. After some discussion, Council Member L. Huerd made a motion to adopt Resolution 398-25 Adopting Minnesota Paid Leave Law with the City opting to pay 100% of the premium. The motion was seconded by Council Member J. Kukowski, with it passed unanimously.
Clerk Nicholson informed the Council that Resolution 398-25 would require an amendment to the Employee Handbook. After some discussion, Council Member L. Huerd made a motion to approve the amendment as presented. The motion was seconded by Council Member J. Klicker, with it passed unanimously.

Claims
Council Member J. Kukowski moved to approve the paid claims. Council member L. Huerd seconded the motion, with it passing unanimously.
Adjournment
Council Member L. Huerd made a motion to adjourn the meeting at 6:40 p.m. Council Member J. Kukowski seconded the motion, with it passing unanimously.
