City of Williams Meeting Minutes

Call to Order
Mayor C. Lundsten called the meeting to order at 6:00 p.m.

Minutes
Council Member J. Kukowski made a motion to approve the September 9th meeting minutes. Council Member G. VanDeHey seconded the motion, with it passing unanimously.
New Business
A correction was made to resolution 382-24, previously the total was $123,891.00, it was corrected to reflect the actual amount of the total levy $112,391.00. Council Member J. Kukowski a motion to adopt the corrected resolution 382-24 Proposed General Fund Levy $88,617.00. The motion was seconded by Council Member G. VanDeHey, with it passing unanimously. Council Member J. Kukowski made a motion to set the Fire Department Levy Township $20,921.00 and City $2,853.00. Council Member G. VanDeHey seconded the motion, with it passing unanimously.
The Finalized Levy Resolution (383-24) was discussed, Council Member J. Kukowski a motion to adopt the Finalized General Fund Levy $88,617.00. The motion was seconded by Council Member G. VanDeHey, with it passing unanimously. Council Member J. Kukowski made a motion to set the Fire Department Levy Township $20,921.00 and City $2,853.00. Council Member G. VanDeHey seconded the motion, with it passing unanimously.
Clerk Nicholson informed the Council of the need for a permanent call-in person to help Tony on occasion. This position would take care of City matters when Tony is unable to and help Tony on projects as needed. The Council directed Clerk Nicholson to advertise for the position and set the starting wage at $20.00/hour.
Clerk Nicholson asked the Council for authorization to purchase a 6” pruning chainsaw. After some discussion the Council directed Clerk Nicholson to purchase a 6: pruning chainsaw.
The project of retaking the alleyways in Williams was discussed. Some progress has been made on the alley between Maloney Avenue and Chilgren Avenue from Chunch Street to Minnesota Street. Council Member L. Huerd made a motion to approve the purchase of up to 5 loads of driveway gravel from Hauger Sand and Gravel to surface the alley. The motion was seconded by Council Member J. Kukowski, with it passing unanimously.
There was discussion of the wet property between Zippel Ave and Park Ave from Minnesota Street to Pine Street. No action was taken
The current propane vendor was discussed. Council Member L. Huerd made a motion to empower Clerk Nicholson with researching and potentially changing propane vendors. The motion was seconded by Council Member G. VanDeHey, with it passing unanimously.
The Arena Association Lease was discussed, Council Member L. Huerd made a motion to renew the lease for the 2024-2025 season. The motion was seconded by Council Member J. Kukowski, with it passed unanimously.
There was discussion of the upcoming Paid Leave Law, Council Member L. Huerd made a motion to send Clerk Nicholson to a training in Duluth on October 7th. The motion was seconded by Council Member G. VanDeHey, with it passing unanimously.
Old Business
The toilets in the City Park were discussed. The Clerk was determined that there are already vaults at the park, the city would only need to build new structures over the vaults. It was tentatively decided to begin this construction next spring.

Parks, Streets and Sewer – Nothing new.
Ordinance – Nothing new.
Library - Nothing new.
Finance, Budget and Personnel – Nothing new.
Claims
Council Member L. Huerd moved to approve the paid claims. Council member J. Kukowski seconded the motion, with it passing unanimously.

Council Member L. Huerd made a motion to adjourn the meeting at 6:50 p.m. Council Member J. Kukowski seconded the motion, with it passing unanimously.
