City of Williams Meeting Minutes

January 16, 2024

Call to Order

Mayor C. Lundsten called the meeting to order at 6:00 p.m.

Minutes

Council Member L. Huerd made a motion to approve the December 16th meeting minutes. Council Member J. Kukowski seconded the motion, with it passing unanimously.

Council Member L. Huerd made a motion to approve the December 26th special meeting minutes. Council Member G. Van DeHey seconded the motion, with it passing unanimously.

New Business

Clerk Nicholson informed Council that the LED sign on the outside of the building has a bad sender card. The clerk presented a quote from Infinite Creative Enterprises, Inc. (which is where the sign was purchased). After some discussion it was decided to shop around a bit more to see if there is a better price available to fix the sign. The matter was tabled until more information is available.

Clerk Nicholson informed the Council that the Volunteer Fire Department is entitled to ESST just like every other employee in the State of Minnesota. The clerk said that she had consulted with the League of Minnesota Cities via video conference to get all the relevant information that is available. The city is now in compliance with the ESST law and has a system in place to handle ESST for regular employees and volunteer firefighters.

Clerk Nicholson informed the Council that the city has received $7,833.00 for Public Safety Aid money designated for safety, community engagement, community violence prevention and other like uses. After some discussion it was determined that this money would be spent on fixing the LED sign to continue community engagement, install 2 new cameras at the City Park for violence prevention, and any remaining funds will go to the Williams Fire Department for equipment.

Clerk Nicholson informed the Council that The Roseau-Lake of the Woods Sportsman’s Club will be holding a membership drive on May 11 at the Williams Arena. They have submitted paperwork to hold a raffle during the drive. After some discussion, Council Member J. Kukowski made a motion to approve the gambling permit for Roseau-Lake of the Woods Sportsman’s Club. The motion was seconded by Council Member L. Huerd, with it passing unanimously.

Clerk Nicholson informed the Council that Lake of the Woods County has given the Williams Volunteer Fire Department $25,000 in ARPA funds for the purchase of equipment.

As it is required to elect coverage options every year, the Council discussed the City’s Liability Coverage. Council Member L. Huerd made a motion to select the option “Does Not Waive” for the City’s tort liability. Which is the same as we have done for many past years. The motion was seconded by Council Member J. Kukowski, with it passing unanimously.

Library - Nothing new.

Finance, Budget and Personnel – Nothing new.

Claims

Council Member L. Huerd moved to approve the paid claims. Council member J. Kukowski seconded the motion, with it passing unanimously.
